Brief Introduction to the Center

    Founded in November 1996, Chengdu Hi-Tech Zone Innovation and Startup Service Center (hereinafter referred to as the Innovation and Startup Center, also the former Chengdu Hi-Tech Zone Technology Innovative Service Center) is a public institution based on full financial appropriation under the Chengdu Hi-Tech Industrial Development Zone Management Committee, taking the lead in implementing the incubation strategy. China Chengdu Overseas Scholars Pioneering Park, China Chengdu Doctorate Pioneering Park, China University Students Pioneer Park (Chengdu) and the Innovation and Startup Center are sharing the same group of staffs. The Innovation and Startup Center directly manages 6 startup parks including: The JingRong Start-up Hub, Mobile Internet Startup Building (Building G1 in Tianfu Software Park), International Startup Service Tower (Building G5 in Tianfu Software Park), Initial District Incubation Park, Western District Incubation Park, Hi-Tech Incubation Park (Building No. 3 and No. 6). It has been awarded "National Advanced Technology Business Incubator" and "Overseas Students Pioneer Park," with its ability to nurture innovation capacities always ranking top among national hi-tech zones. The CPC and state leaders such as Hu Jintao, Jiang Zemin, Wu Bangguo, Li Peng, Zhu Rongji, Jia Qinglin and Li Tieying have visited this center successively.

    Centered on the strategic positioning of "International Innovation and Startup Center" and based on the working idea of "Three Combinations" (combination of enterprise fostering and the Hi-Tech Zone's objective of building itself into a trillion industrial park, combination of talent attraction and recruitment and the Hi-Tech Zone's construction of high-end talent gathering zone, combination of whole industry innovation incubation system construction and the Hi-Tech Zone's construction of independent innovation demonstration zone), it vigorously implements the High-tech Zone's leading project "Venture Tianfu" and has initially built an innovation and startup service system leading nationwide. It has built 60 science and technology business incubators and co-working space groups covering a total area of over 2 million square meters, represented by 8 national incubators. The total number of enterprises in incubation exceeded 7,500. Among 12,000 newly registered enterprises in the first half of 2016, there are 2,100 technology startups, and over 5,000 accumulated patents for inventions, over 1,200 incubated enterprises in total as well as 450 accumulated achievement transformations. At present, this center has 28 listed companies, accounting for a quarter of those in Sichuan Province, among which the GEM enterprises come up to 10, accounting for one-half of those in the province and three new board listed companies add up to 69, accounting for one-third of those in the province. Its number of listed companies ranks the front row among the national hi-tech zones. It has 250,000 talents in total of various kinds, including 3 Nobel Prize winners (Jack W. Szostak, K. Barry Sharpless, John Bertrand Gurdon), 10 national academicians, 85 talents listed in the National Thousand Talents Plan (accounting for 38% of those in the whole province), 219 talents listed in the Sichuan Thousand Talents Plan (accounting for 37% of those in the whole province) and 21 provincial top teams, accounting for 40% of those in the province. In the first half of this year, it increased 536 high-level startup talents, including 105 overseas returnees with doctorates; it also introduced 9 talents listed in the Thousand Talents Plan of the Organization Department of the Central Committee of the CPC outside the hi-tech zone. It held 9 large activities and over 60 small activities themed “Jing Rong Hui • Venture Tianfu” at home and abroad, attracting nearly 12,000 person times.

Overview of incubators:

    JingRong Start-up Hub — Cheng Hi-tech JingRong Start-up Hub covers a total area of 95 mu (1 mu ≈ 666.67 m2) and a total construction area of 256,000 square meters, including the ground floor area of 203,000 square meters and underground area of 53,000 square meters underground. There are 8 buildings in total, including 7 R & D office buildings and 1 comprehensive service building. JingRong Start-up Hub is situated at the heart pivot of the strategy “Jointly Prospering the Two Cores: Chengdu Central Urban Area and the Hi-tech Zone” of Chengdu City, Sichuan Province, and will be built into the Sino-Korea Innovation and Startup Park as a whole, under the direction and guidance of Sichuan Provincial Party Committee and Cheng Municipal Party Committee and in accordance with the objective positioning of building the national independent innovation demonstration zone and emerging international innovation and startup center. Cheng Hi-tech JingRong Start-up Hub stands out the attraction and accumulation of innovation and startup elements, introduces and fosters innovation incubators, realizes the combination of online and offline development, innovation and startup, social space and resource sharing space, which is the co-working space of the largest area in Sichuan Province currently. So far, JingRong Start-up Hub has introduced 22 domestically and internationally well-known new-type incubators, and settled over 120 technology startup enterprises, with employees of 2,000 and reserve projects of over 500. Among them, a batch of major projects have successively settled in this start-up hub, such as Sino-Korea Co-working Space, Sino-Korea Business Accelerator, Sino- Korea Technology Exchange Center, Sino-Korea Cultural Communication Center, Special Service Area for Korean Enterprises, Korea Investment Partners (KIP), Korean DK Group, China and South Korea Internet + new technology incubators, with reserve Sino-Korean cooperation projects of near 40. Korean Style Street and Korean restaurants are built following high standards. By 2020, this hub strives to settle enterprises of more than 2,000, and attract employees of 20,000, and reach a total output value of over RMB20 billion, and have over 50 listed companies, so as to build a hi-tech featured startup system with intensive startup elements, numerous startup bodies, efficient startup platforms, sound startup service and dense startup culture.
    Chengdu Hi-tech Zone will comprehensively create the innovation and startup atmosphere to build the JingRong Start-up Hub into a permanent venue for Jing Rong Hui • Venture Tianfu, to actively organize a series of startup salon activities, namely, “a small activity weekly, a large activity monthly and a thematic activity semiannually”. A nationally leading innovation and startup service system has primarily established there: 5 service systems (government administration service, business service, intermediary service, platform service and international service) have been launched; 8 service platforms (information resources, public technology, finance of science and technology, intellectual property, the united front of the Party and the masses, standard innovation, Jiusan Society specialists, achievement transformation) have been put into use; 10 service links (project settlement, policy consulting, Telecom business, life supporting, professional intermediary, startup counseling, technology platform, finance of science and technology, business incubation, industry development) have been implemented. A series of characteristic services such as innovation and startup transaction market, expert diagnosis area, science and technology innovation service vouchers greatly enhance the efficiency and effectiveness of services. In addition, Chengdu Hi-tech Zone will also speed up the improvement of the “Innovation and Startup” Center located in the Building No. 1 of JingRong Start-up Hub. At present, the service center has been built into a B2G service center integrating the government administration hall, open post, the third-party innovation and startup service agencies, coffee houses and other functions, with both the online with offline services. It provides innovation and startup enterprises in Chengdu Hi-tech Zone with the administration government service, professional service and life supporting service, being a domestic first-class place gathering innovation and startup elements and resources. Next, the Innovation and Startup Center will build its international service platform and focus on the construction of multinational enterprise incubator platform, international project roadshow center, global multi-language service center and the world's leading technology exhibition center, so as to provide the innovation and startup enterprises with international exchange and cooperation service.

    Mobile Internet Startup Building — The government’s demonstration incubator, focusing on the construction of mobile internet industrial and professional base. Based on the original incubation and fostering service, this building increased the public technology platform consulting service center, enterprise exhibition center, enterprise salon activity center, coffee bar, etc., so that enterprises can enjoy the service provided by 42 various public technology platforms upon identification in Chengdu Hi-tech Zone, use a complete range of product exhibition public service facilities, and organize various activities such as product launch event. This building is located in G Area of Tianfu Software Park, with an incubation area of 32,000 square meters, and it can accommodate nearly a hundred small and medium-sized high-tech enterprises to be settled there.

    As the newly-increased government demonstration incubation building of the Innovation and Startup Center, the International Startup Service Tower has been put into use in October 2015. This tower is located at Building G5, Area G (South Area) of the Tianfu Software Park (address: No. 1858, Middle Section, Yizhou Avenue, Cheng Hi-tech Zone), covers a building area of 34,448.77 square meters, and is equipped with  business service rooms, academic halls, settled enterprise electronic query screen, LED publicity screen and other multimedia facilities. Building 3-23 is elaborately decorated office and R&D unit with areas ranging from 80.08 to 609.47 m2, which is designed to provide high-level talents, overseas returnees, university students and other startup personnel and research institutions with incubation and R&D sites, indoor fire-fighting devices, central air-conditioners, fiber optic, network and other complete facilities and equipment.

    Chengdu Hi-Tech Incubation Park is the main carrier for undertaking innovation and startup public technology platform of Chengdu Hi-Tech Zone. National Software Industrial Base Technology Platform, China-EU Technology and Business Cooperation Platform and Chengdu-Global Multi-Language Information Processing Center are located in this park. There are also national professional bases such as National 863 Software Industry Incubator (Sichuan) Base, National Integrated Circuit Design Industrialization Camp. Chengdu and Tianhe National Biological Medicine Base (Chengdu). The Hi-Tech Incubation Park covers 135,000 m2, with more than 200 incubated enterprises in it all the year round. The park has a high-speed broadband network providing “ten thousand megabytes to the park, a thousand megabytes to the building, and one hundred megabytes to a desktop”. It is located in Chengdu Tianfu New City.

    Chengdu Initial District Incubation Park is the main carrier for undertaking Overseas High-Level Talents Innovation and Startup Base of Hi-Tech Zone, as well as a gathering area for overseas returnees and doctorate holders to start a business. It is located in a developed area of Initial District in Chengdu Hi-Tech Zone. China Chengdu Overseas Scholars Pioneering Park and China Chengdu Doctorate Pioneering Park are located in this park. The Initial District Incubation Park covers 16,000 m2, with nearly 80 incubated enterprises in it all the year round. Projects settled in this park involve electronic information, bio-medicine, optical-electro-mechanical integration, new materials, new energy, eco-technology, environmental protection technology, etc.

    Chengdu Western District Incubation Pioneer Park is the main carrier for undertaking university students’ pioneer base of Hi-Tech Zone. It can provide more than 1000 m2 office space for university students and 80 university students’ pioneering teams to start up business. The park is located in the West District of Chengdu Hi-Tech Zone, covering 25,000 m2, with more than 80 incubated enterprises in it all the year round. Projects settled in this park involve electronic information, bio-medicine, environmental protection technology, etc. There is a beautiful environment and complete supporting facilities available for satisfying different demands of enterprises.

Course of Developmen
In November 1996, Chengdu Hi-Tech Zone Innovation Service Center was established.

In August 1998, China Chengdu Overseas Scholars Pioneering Park was established.

In January 2000, China Chengdu Doctorate Pioneering Park was established.

In August 2001, the Incubation Center for Western District of Chengdu Hi-Tech Zone was established.

In April 2003, the Incubation Center for Western District of Chengdu Hi-Tech Zone was integrated with Chengdu Hi-Tech Zone Innovation Service Center.

In October 2003, Chengdu Hi-Tech Incubation Park was completed and the headquarters of Chengdu Hi-Tech Zone Innovation Service Center was moved into the park.

In April 2004, Chengdu Digital Entertainment Software Park was set up in Chengdu Hi-Tech Incubation Park.

In July 2004, National Software Industry Base (Chengdu) was moved into Chengdu Hi-Tech Incubation Park.

In July 2004, National Information Security Products Industrialization (Sichuan) Base was moved into Chengdu Hi-Tech Incubation Park.

In December 2004, China Chengdu Overseas Scholars Pioneering Park was recognized as “the Demonstration Base of Invigorating the Country through Science and Education” by the All-China Federation of Returned Overseas Chinese.

In April 2005, Chengdu Digital Entertainment Software Park was recognized as National Online Game and Animation Industry Base” by General Administration of Press and Publication of the People’s Republic of China.

In May 2005, as one of the primary organizers of Chengdu Software Industry Promotion Office, Chengdu Hi-Tech Zone Innovation Service Center was settled in Tianfu Software Park.

In June 2005, Chengdu Digital Entertainment Software Park was recognized as “National Digital Media Technology Industrialization Base” by the Ministry of Science and Technology of the People’s Republic of China.

In August 2005, Chengdu Hi-Tech Zone Innovation Service Center undertook the construction and operational management of “National 863 Software Industry Incubator (Sichuan) Base” and “National Integrated Circuit Design Industrialization Camp. Chengdu”.

In October 2006, Chengdu Hi-Tech Zone Innovation Service Center was approved as “China University Students Pioneer Park” by the Central Committee of the Communist Youth League, China Association for Science and Technology, the Ministry of Education of the People’s Republic of China, and All-China Students’ Federation.


In November 2006, “EU Project Incubation Centre (Chengdu)” was founded in Chengdu Hi-Tech Incubation Park.

In November 2007, “2007 EU-China (Chengdu) SMEs Business Matchmaking & Cooperation Incubation” was successfully held.

In July 2008, Chengdu Hi-Tech Zone Innovation Service Center developed “Sichuan Enterprise Technology Innovation R&D and Promotion Platform—Chengdu Hi-Tech Zone Base” and “University Students’ Entrepreneurship and Practice Base” in cooperation with Southwest Jiaotong University.

In December 2008, Chengdu Hi-Tech Zone Innovation Service Center was honored with “the Advanced Service Organization for the 20th Anniversary of Implementation of National Science and Technology Program (Torch Program)” by the Torch High Technology Industry Development Center, Ministry of Science & Technology.

In April 2009, Chengdu-Global Multi-language Information Processing Center, the first one dominated by the government in China, was founded.

In June 2009, Chengdu Hi-Tech Youth (University Students) Pioneer Demonstration Park was co-founded by Chengdu Committee of Chinese Communist Youth League and Chengdu Hi-Tech Zone Innovation Service Center.

In October 2009, “The 4th EU-China Business & Technology Cooperation Fair” was successfully held.

In May 2010, Chengdu Hi-Tech Zone Innovation Service Center hung the brand of “Chengdu Hi-Tech Zone Public Technology Platform Service Center”.

In March 2010, Chengdu Hi-Tech Zone Innovation Service Center was recognized as one of the first batch of “Technology Entrepreneurship and Practice Base Pilot Units for University Students” in China by the Torch High Technology Industry Development Center, Ministry of Science & Technology.

In July 2010, Chengdu Hi-Tech Zone Innovation Service Center was identified as “the Pilot Unit of Sichuan Grass-Root Site of China Innovation Relay Network” by Torch High Technology Industry Development Center, Ministry of Science & Technology.

In October 2010, “the 5th EU-China Business & Technology Cooperation Fair” and the first “Sino-French Cluster Event” was successfully organized.

In March 2011, China University Students Pioneer Park (Chengdu) was titled with “2010 University Students’ Entrepreneurship and Practice Base” by the Ministry of Education and the Ministry of Science and Technology.

In November 2011, Chengdu Hi-Tech Zone Innovation Service Center was recognized as “Sichuan Provincial SMEs Public Service Demonstration Platform” by Sichuan Provincial Economic and Information Commission.

In December 2011, Chengdu Hi-Tech Zone Innovation Service Center was included in the list of science and technology service system construction pilot units of the Ministry of Science and Technology.

In February 2012, Chengdu Hi-Tech Zone Innovation Service Center was recognized as “Sichuan Science & Technology Service Demonstration Organization” by Science & Technology Department of Sichuan Province.

In October 2012, Mobile Internet Startup Mansion was completed and Chengdu Hi-Tech Zone Innovation Service Center was moved into this mansion.

In December 2012, Chengdu Hi-Tech Zone Innovation Service Center was recognized as “National SMEs Public Service Demonstration Platform” by the Ministry of Industry and Information Technology of the People’s Republic of China.

In July to December 2012, Chengdu Hi-Tech Zone Innovation Service Center successfully held Chengdu Sub-Competition of “2012[YT7221]  (the 1st) China Innovation & Entrepreneurship Competition”, and was rated as one of “Excellent Organizers of the 1st China Innovation & Entrepreneurship Competition” by Torch High Technology Industry Development Center, Ministry of Science & Technology.

In November 2013, Chengdu Hi-Tech Zone Innovation Service Center was recognized as Demonstration Unit of Construction of “Nursery – Incubator – Accelerator” Technology Entrepreneurial Business Incubation Chain by the Torch High Technology Industry Development Center, Ministry of Science & Technology.

In May 2014, Biomedical Analysis and Testing Center was granted with National CNAS Certification by China National Accreditation Service for Conformity Assessment.

In June 2014, Chengdu Hi-Tech Zone Innovation Service was rated as “Sichuan University Students Innovative and Startup Demonstration Park” by Sichuan Provincial Talent Work Leading Group.  

On March 29, 2015, the First Theme Activity of “Jing Rong Hui · Venture Tianfu”, Chengdu Hi-Tech Zone was launched.

On July 18, 2015, it’s the first time that Chengdu Hi-Tech Zone Entrepreneurial Promotion Activity for “Jing Rong Hui · Venture Tianfu · Zhongguancun” with a theme of “Make Your Entrepreneurship Dream Come True in Chengdu!” went on Entrepreneurial Avenue, Zhongguancun, Beijing.
